2024 Cpt. Roy E. Cool
Cpt. Roy Cool was inducted into the West Virginia Hunter Education Hall Of Fame for his involvement in implementing the Hunter Ed Program into its early years and teaching students in county school systems. He started his career in 1979 in Tyler County where he was introduced to the Hunter Education program. There he taught HE in Middlebourne, Sistersville and Paden City to the Public as well as introducing the program to the school systems. As a Sargeant in District 1, he taught the Law Enforcement Section of HE, posted flyers and delivered materials to officers and other volunteer instructors to teach classes. As a Lieutenant in District VI he scheduled, supervised/graded many HE tests and conducted many hands-on tests, for HE certification. He made a big impact and difference working with officers and volunteers that carried out the program through the years. Here is a list of other factors that made him effective to the HE program in West Virginia.
• Obtained a BA degree from Glenville State College • Member of the North American Conservation Association • Veteran United States Army (6 years; Military Police) • WVDNR Law Enforcement (1979 – 2014) • An Officer of the first basic Conservation Officers class at the State Police Academy, (1 of 24 Officers) • Assisted with (2) Presidential and Vice President Security Details and assisted with Security Details (2) WV Governor’s (1) US senator and the Robert C. Byrd’s Memorial Service • Worked several years at the National Hunting and Fishing Days at Stonewall Jackson Lake as well as Hunting/Fishing/Gun Shows in Harrison, Marion and Taylor Counties • Organized & supervised several years, Hooked on Fishing/Not on Drugs in Harrison, Marion, and one year in Preston County • Supervised and taught, the Eddie Gun Safe Program in several elementary schools in Harrison, Marion, Taylor, Barbour and Marion counties • Countless Talks, meetings with the NRA, Lions Club, Cub and Boy Scouts, 4-H Clubs, Fishing and Hunting Clubs, Women’s Clubs and the Farmer’s Grange • Instructed Hunting Safety Seminars at Union Carbide in Tyler County annually a few years • WV Conservation Officer of the Year 1995 • Member American Legion Post 31
